On-line Home Study College Courses $10 per Credit Hour

As a Congressional candidate, I proposed a national program to provide opportunities for gaining college credits economically at no cost to the government after a startup period.  While it is best done at a national level where course development costs are spread over a larger population, it could be done on a state or regional level.   See my proposed national program.
